In the UK at least, don't know about the US, it was always used as an insult for asians. What hurt me most as a kid growing up here was when Indians would call us pakis, they have a few other insults for us that I'm not going to list here.
That is funny because all the things racist White people associate with the word "Paki" are generally more true for Indians, e.g. extremely dark skin, strong spicey odor, buddha-spot, sari, pendulum-head, elephant-god (I don't mean to offend anyone but this is what they associated with the word Paki untill very recently).
I have Indian acquiantinces who get really offended when they get called 'Paki' by White people, "Me no Paaki, me no Paaki, me Indian".
It's really funny because it doesn't make any differences to racist White people, when they say Paki they mean South-Asians in general, just like in USA the term "East Indian" is used to describe Pakis as well as Indians.
