I think he is referring to 1965 when the indian generals supposedly boasted that they will be drinking tea in lahore gymkhana in the evening after declaring the war.
Notwithstanding the tragic loss of life and property in that war, there sure are some funny stories ranging from inaccurate maps used by SSG to land in indian punjab to indian units actually back treading from the front (i think it was by lahore?) because they thought the pakistani army was planning a surprise attack by letting them come so close inside Pakistan when Pakistan even didn’t had fully deployed its army to the front yet. In another harbong, two separate indian units were firing at each other as they erroneously thought that the other side was Pakistan.
