Then probably their parents were like that, aggressive. Often children's behaviour is reflection of their parents actions, if parents don't give any attention to children then children become aggressive or anti social or sometimes quite.
A bad parent should analyse his/her mistakes and sort his/herself out by understanding the needs of children instead of dumping them in a daycare nursery.
