Chapal, sandles , open shoes to the office. Also what is wrong if men would wear shoes but no socks and go to work or to a party. Why is it considered a taboo ?
I am sure if I do that , my boss will have a talk with me. Only exception is if you have some kind of injury on your foot.
Women are allowed to do so. They wear sandles, chappals, open shoes that too without socks and nobody has issues with it.

In US I have never seen any requirements like this for women. I do not know which country or company you are talking about.
In US the companies can dictate their dress code to the employees so may be your compnay had that dress code for women.

The company I work for also doesn't allow open-toed shoes or sandals for women as well (the only exception is fridays - we have a casual wear policy on fridays).
