Because the women have no other choice!! You are 101 percent right but it’s not that the women let their husbands and inlaws abuse them, they try to raise their voices but thier own families refuse to provide any kind of support and ask women to live or die in whatever situation their husbands and inlaws are keeping them. I myself saying it with my own experience!! A woman cannot just leave her husband and and live alone somewhere in pakistan. People’s sick mentality will always be like “ooh this woman is a 2 number, living all alone? Must be awaara, let’s harass her let’s follow her blah blah” and where a woman should report about harassment in pakistan?? Who will listen to her and is their any women rights policy in pakistan?? Police itself harasses women if they go all alone to report abuse/domestic violence. Is safety provided to women in pakistan like in usa or uk?? No government women shelters have been built in pakistan and the last choice would always be ansaar barni trust or edhi. Would a woman leave her house and take her school going kids to edhi??? Never!! so what is the last choice?? Women who are living under husband/inlaws abuse are surely dead inside. They have no life in them just walking corpses for the sake of atleast getting safety from the “men outside”
