Both of you have valid points. You should blame the current jihadis for these acts, and you should also blame their protectors and those who nurtured them in years past.
Trust me, in this bad situation, there is no shortage of blame to spread around.
Question is, going forward, what is the solution? We can't drive a car if we keep looking at the rear-view mirror, now can we? :)
