bahnoii and devars are maHrams…as long as they are married to your brother or sisters…once they are divorced or one of them dies then bahnoi and devars become naa-maHram…ek waqt meN ek aadmii do bahnoN ko ek saath biwii banaa kar nahiiN rakh saktaa is liye vo maHram haiN.

I think if Mehram means to whom you can’t marry, then Mufti KKF is right
