Many names can be named but in the end the best is among the trio of Amir Zaki, Faraz Anwar and Mikaal Hassan. Rest of them are way behind.
Bilal Maqsood and Shahzad Roy dont even deserve a mention in the best guitarists list, as is the case with Nadeem Kazmi, who had Faraz Anwar's help on his album. Ali Noor is more of a composer (a very good one) than a guitarist.
