PIA is a small but important part of the problem. Total owed to PSO is more tahn 250 billion rupees, of which most is owed by power distribution firms.
Its important to note that the problem arose because of furnace oil defaults by PSO, which resulted in sellers refusing to sell them petrol as well.
Biggest responsibility for this administrative failure lies with Nawaz Sharif, as PSO, alongwith several other govt entities, have been operating under acting heads for the past year and a half. An acting head is the least bit concerned about long term decisions or impacts. He only cares about his few days at the helm.
