I am not going to argue further on this point. If you feel consolation by bringing Bhutto to save the dark and evil faces of murderers and rapists, so be it. Bottom line is dictator could have avoided the tragedy because decision lied with him not with Bhutto.

Had dictator hanged Bhutto and handed power over to the elected representatives today we may not be discussing this.

Bhutto was ultimately hanged by dictator in a false murder case. I don't know about dictator of 1970, had he handed over power to Bengalis, they would have definitely hanged the dictator and his hawaris for mass killings and rape of Bengali women. They would also correct the atrocities of West Pakis since 1947 by getting their share of rights with interest.

we are only looking here on symptoms of creation of BD. the problems were

1. Bhutto not accepting results. that was the major blow to Pakistan Unity.
2. Indian proxy war via mukty bahini, eager to avenge 65's defeat, psyops to malign West Pakistan and army
3. Intelligence failure, failure to protect our national interests,
4. Army solution to this political issue finished the job

overall every Pakistani was responsible for this. it started with undermining eastern wing by western wing, got to peak when bhutto blatantly refused to accept Awami League success. then rest is history.

It would have not made any difference whether Bhutto accepted it or not because he had no authority.

West Pakis gave votes to PPP and East Pakis gave votes to AL of Mujib. There your so called UNITY went down the drain.

Being highest winning seats of combined Pakistan, it was Yahya Khan who had to offer to Mujib for formation of government. But Yahya though under whom the elections were very impartial and transparent, took a very stupid action by banning AL and started military action.
