[35:31] And that which We have revealed to you (Muhammad [s]) of the Book, that is the truth verifying that which is before it; most surely with respect to His servants Allah is Aware, Seeing.
[35:32] Then we inherited the book to whom We chose from Our servants so of them is he who makes his soul to suffer a loss, and of them is he who takes a middle course, and of them is he who is foremost in deeds of goodness by Allah’s permission; this is the great excellence.
Allah swt is saying that he revealed the book to Our Prophet (pbuh&f) and then His chosen servants inherited it. And there are no Prophets after our Prophet, so it has to be some people amongst the Muslims who inherited the book.
