Well firstly a random guy coming up to you and flirting is not the first approach. He wants to know if he can get any or are you easy. That is not the first approach.
If a guy wants to get to know you the first approach is undertaken after a serious level of background research. Family, likes - dislikes, connections and introductions. That way you get to know of the person and then you make your first approach.
The first approach will always be flirting because you want to denote something more than friendship. If you want to be just friends respect is fine. For that something extra you have flirting.
