Hazrat Musa (AS) had at least two wives. It was allowed in their sharia to marry two sisters at that time. Hazrat Musa’s father-in-law was not the Prophet Shoaib (AS). He was another pious man from Mada’in.

Ji mumkin hy kay do he hun, Allah knows best, i was not sure about one. Rest my limited knowledge regarding hazrat musa’s father in law was shoaib alehe salam and i may be wrong but there are difference of opinion so it could be as you said. Allah knows best!!
