I think it varies from person to person..... You can't say that silence is more powerful then words or vice versa. Some people get irritated by silence & some by words.

how can an argument be heated if one shows silence? Both parties have to be
at each other for it to qualify for a heated argument. Wrong premise!

Depends upon what words are used and the tone of your voice. And sometimes....especially when you're not sure what to say and if you don't have full control over your emotions/anger.......silence is golden. However, silence may also be misinterpreted as lack of interest about the issue or disrespect. I don't think there's a black/white answer for this.
