Karachi is on Top , I think because of its Population , Maturity and Hetroculture.

As you will find any language Person (Urdu, Pushto , Punjabi ,Sriake , Balochi ,Sindhi , Gilgat and Bulthe , Kashmiri and many many more).

The second rank could be given to Lahore , then you can say Hyderabad/Faisal Abad, pindi , multan , peshawar , queta etc.

born and spent almost whole life in karachi
But personally, I think LAHORE tops the ranks, for history, culture, life, atmosphere, etc.

I have never been to karachi but I think it is the best city of Pakistan for many reason, only if we get rid of local ethnic violence.

Lahore used to be a less busier and safer alternative but not any more, still I rank it 2nd place.

I think we need to develop more new cities to take off the burden form very few big cities like lahore and karachi. These cities have become very over crowded.

The best city is only "Lahore"... why?

2) Government Institution / Security (compare the capacity with other cities (not western) - lahore will pass by flying marks)
3) Diversity of people/languages
4) Political landscape
5) Defense / Military / Strategic importance
6) Regional Economy Hub
7) Education / Research
8) Sports

May be Lahore have more things for attraction and I would say more accessible to me compared to karachi,
But , I have never lived in Lahore for more than 3 days.
So, cannot say Good or Bad to Lahore.

However , I know people would say
"Lahore , Lahore ey" , and I love hearing this.

About Targetted killing, Butha Khoree etc in Karachi , you are right , but , you know it is not only in Karachi , common in pakistan especially these days , so Karachi is not in exception.
