Those times ?? Explain. Were these areas not governed under City Government? What was the reason for that ‘Aadha Teetar Aadha Bater’ system’

I believe Malir and Lyari were removed from Karachi’s admin and made independent some time ago, probably done in one of Benazir’s terms in 90s.
