I read the report somewhere else. The report is not the result of any investigation. It is based on someone using online searches to come to his conclusion. It only cites the allegations made against MQM from various sources. If these reports were the proof of MQM’s terrorism then Imran Khan should have used them in the court. Also, if these reports are the kind of proofs then state department should not have been meeting MQM’s Karachi mayor.
At the end of the report it says:“This response was prepared after researching publicly accessible information currently available to the RIC within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.”
So the report itself says that its findings are not conclusive and this research is based on internet searching. They did not do their own research.
These allegations know no limits. I remember that PMLN leader who accused MQM of killing one of its former members, and then the guy showed on the TV next day. That just shows many of these allegations are based on pure hatred.
Consider this. The report is from 2004. And following is from 2005. How can UNHCR call terrorist, but still take grants from it?

Washington DC: MQM USA’s Central Organizer Ajaz Siddiqi along with central organizing committee member Sabihul Islam visited UNHCR’s headquarters in Washington DC and presented a generous $10,000 check to its Director Ms. Caryl Garcia. This check was presented to her on behalf of Quaid-e-Tehreel Altaf Hussain for its relief work in northern areas of Pakistan where victims of deadly earthquake are being jointly helped by MQM and its partner organization USA for UNHCR. UNHCR’s director Ms. Garcia thanked MQM USA and asked its officials to convey her thanks to Mr. Hussain. She said MQM has always been a great help in this sort of relief activities no matter if it was Tsunami, Katrina or now Southeast Asian earthquake. She also said that a consignment of 100,000 warm blankets will soon be delivered by UNHCR to MQM USA for its direct distribution in the affected areas in Pakistan. MQM USA’s officials assured Ms. Garcia that the MQM will continue to take a leading role in such relief activates in Pakistan and UNHCR can depend on MQM’s manpower to distribute UNHCR’s relief goods in the affected areas with out any delays.
