So far I couldn’t find any reference about being shabaan as ‘blessed month’ and 15th Shabaan as ‘special night’. Hence in the link provided by Hareem01 written that this is followed in Pakistan, India, Bangladesh and Iran.

Still searching on it and if there is no reference than its a ‘biddah’.
