The names of the Surahs are made by people and according to what you have said that there is more importance to kaafiroon and munafiqoon than to Muslims. I don't follow your logic and that is exactly what you have used in your deduction, I am sorry to say.
The highest stature spoken of in the Qur'an is that of the Muttaqun, but there is no Surah of that name.
Allah(SWT) tells us that the smallest of good deeds will be taken in to account as with the smallest of bad deeds.
According to the Qur'an towards the end of Surah Al-Furqan we should not just strive to be Mu'min but pray that Allah(SWT) bestows on us the grace of being leaders of the Mu'minoon.
