hmmm i know what that means....but dont know how to explain it in english.

ok here is my try i am assuming this is what you have written

"raees-e-shehr ne tohmat lagayi mujh per....Sahil...yeh shakhs dard ki dolat ko aam karta hai"

in roman urdu it means "shehr ke ameer zaade ne mujh per buhtaan/ilzaam lagaya...yeh insaan mere dard main izaafa karta hai usay aam karta hai"

in english "the rich man puts wrong allegations on me...and this man gives me more pain through this"

this is what i am understanding...rest Khalil will give you a better understanding.

**i'll write the she'r in proper roman urdu:

ra'ees-e-shahr ne tohmat lagaaii hai mujh par, "SaaHil!"
yeh shaKhs dard kii daulat ko aam kartaa hai

ra'ees-e-shahr = the town's rich man [also meansMayor]
tohmat = allegation

i think in the second misr'a [line] one syllable is missing.

the poet's pen-name is SaaHil...so, Mr. SaaHil is revealing to his folks that the the rich man of the city [Mayor] is spreading falsehood by alleging me for being the one who spreads pain and sufferings on general public [by pretence of claims of false love]...he says the mayor himself is doing that instead.

ra'ees e shahr could also mean the King! :)**
