Lala is used for elder brother in pashto. Usually kids and young adults use it for their elder brothers out of respect and love."lala" is also kind of title But "Lalay" used by desis/indics is derogatory word for pathans. If some one is saying "lalay" instead of "lala" then he is not saying it with good intention.

in the movie Vidhaataa, Shammi Kapoor calls Dilip Kumar “laale” … it’s like calling someone a ‘big brother with all the affection’…

Dilip Kumar and Kapoor families are from Peshawar…Kapoor family members consider themselves a Hindu paThaan.

…i didn’t know that in Pashtun community it’s considered a derogatory word.

No such word “lalay” exist in pashto langauge. The proper word is “lala”. “lalay” is a corrupted/derogatory version of lala , that desi people use when the intention is to be rude.
