No such word "lalay" exist in pashto langauge. The proper word is "lala". "lalay" is a corrupted/derogatory version of lala , that desi people use when the intention is to be rude.

Its your own verdict that its not derogatory. Humour/light mood ko chorro. In light mood a person would call you names and you wont mind it.
I think we need to remember that what is and is not derogatory is very relative and depends on each person and we should respect that. What is not derogatory to one person may be extremely offensive to another person. Similarly, what one person finds derogatory, another person may view as light jest and nothing more. An example of this is the word “Paki” as used in Britain. While some people simply view it is a short term for Pakistani, other people find it extremely offensive and view it as a racist slur.
If one is in doubt as to whether or not a word is offensive, I think it is best to refrain from using it.

and also, the legendary Kanhaiya Lal, the Bollywood actor, was from Jaunpur, UP and he always played the role of either ‘Munshi’ or that of a Baniya…in most movies he was called Laala…yaad hai?
^^^ actually Munshis were clerk who maintained records of Baniya bussinessman. Kayasth such as Srivastava, saxena, mathur form formidable bulk of our beaureucracy, only Brahmins are ahead of them :)
Lala is used for elder brother in pashto. Usually kids and young adults use it for their elder brothers out of respect and love."lala" is also kind of title But "Lalay" used by desis/indics is derogatory word for pathans. If some one is saying "lalay" instead of "lala" then he is not saying it with good intention.
