Few things that comes to mind

• Iranian posecution of sunnis may have a direct impact, as shia here are easier targets and killers can get ways easily.
• What hazaras did previously , i have heard so many stories of hazars killing sunnis in quetta, not from madressa students but from office collaagues there.

So, its about tribal culture of revenge? You once killed our people or your people are killing our people in some other part of the world, so get this as ‘tit for tat’.
