Some people who do evil are idiots and some are not … We must condemn those evil doers who instigate, causing the idiots to do evil in reaction.

So those who use words to insult a religion are the evildoers who should be condemned. But those who blow up buildings and people in retaliation should not be condemned because they were instigated.
