If that is the case, he maybe going for most effective way that would cause least damage to the forces. That is, siege to work instead of making bullet work.
Siege is old military strategy that works. Keep people under siege guessing when raid would come and expecting raid anytime means tension and frustration. Believing that it might come after long time mean preservation of provisions and suffering. Thoughts of raid and death after raid could make many go berserk. Death is different if it comes abruptly. Slowly, people must be getting exhausted inside and must be thinking to give up. Longer the siege, easier it would be to finish the jon without much loss of lives. If siege would stay indefinitely (until they surrender), time would come that people under siege would have no option other than surrendering.
Only problem with indefinite siege in Pakistan case is that, Pakistan has many retarded so-called ulemas, many retards in opposition, and many retards are there in government too, like Ejaz-ul-Haq and Chauhdary Shujaat. These people must be trying their best to get some relief and concession for people under siege and as time passes, their effort must be getting somewhere, and that is the biggest problem. It is their efforts and pressure on government, that might push government to get the job done as quickly, resulting in some casualties.

(That if succeeded on the terms of terrorists would have been long term threat to Pakistan), and amongst them, the biggest culprit was media. I believe that media is paid by past corrupts to play role of opposition in Pakistan (even though it is present government that gave them some tooth).***
