For the wax strips, buy a yard of plain white cotton cloth and make strips out of it. It works just fine. I tried to reuse the strips, like Ira mentioned, but i was majorly grossed out. The plain cloth is just as good and inexpensive. As for your second questions, the ladies at a salon once told me that the hair should be at least 1/4th of an inch to wax effectively.
Oh by the way, when this wax stuff gets on your fingers - how the hell do you take it off??? I made mistake of picking the wax off the strips, and my fingers got it all, and then I picked up some toilet paper to remove it, and the paper got stuck to my fingers, and oh it was such a mess!
Even strong shampoo didn't get rid of that garbage. I was near ready to cry.

Just wash it off. Why on earth did you put anything else on the wax? Wherever it drops on you, wet the area and wipe it off. It comes off easily with water.
im no economist but.. from what i hear the laser treatment costs roughly 2 grand which you can divide over 5 visits. it will probably breakeven with waxing costs in 10 yrs.. and save u all these torturous hastles.
Lollypop man - I bought a wax kit that cost 8 bucks. I waxed my whole body and I think that thing can last me for numerous further waxings. I'm estimating a full year. Plus, I'm not even married right now. So I don't have any reason to keep waxing every month.
