Thats an old sand based water treatment plant that was decommissioned a while back. It filtered the wtaer from the Potomac. They are thinking of making a big park over there now.

Btw…I was thinking it was some sort of undergroup trench/shelter system…then I imagined it as some really nasty incineration system…
