There has been difference among scholars on this issue. I only seek to show the evidence to support the view that the Messenger of Allah is Human and also Noor., also the arabic used in the ayah
The Prophet (Allah bless him and give him peace) is the Light of Allah, something a believer can say because the ***Qur’an ***affirms it in the verse

“There has come to you a Light from Allah, and a Manifest Book” (Qur’an 5:15).
in which the word Light has been explained by a number of classic Qur’anic exegetes as follows Jalal al-Din al-Suyuti)
“It is the Prophet (Allah bless him and give him peace)” (Tafsir al-Jalalayn, 139).
indicates that the light is the Messenger of Allah (peace and blessings be upon him there is a clear differentiation between the light and the mentioning of the book.
Hafidh ibn Kathir writes:
Whilst Abd-ul-Muttallib was walking wit his son Abdullah, a woman saw a light in the forhead of Abdullah, she approached them and offered one hundred camels so that Abdullah may marry her but they refused her offer. Some time after his marriage to Amina, Abdullah again confronted this woman but this time she made no offers to marry himand said “The noor upon your forehead is no longer present”.
(Tareekh ibn Kathir, vol 2 Sirat toon- Nabi ibn kathir and Ibn Jareer Tabaree chapter Miladun Nabi)

Sheikh Muhammad Salim is a big scholar i would not agree that he is the biggest scholar in Mauritania, but that is a matter of opinion so we can leave that. The sholars i I know in Mauritania said the Prophet peace and Blessings be upon him was noor, and i did also refer you to Sheikh Muhammad Al Yaqoubi these scholars can easily refer you to classical scholars
