War on terror, what now?

Terrorists are on the rampage. PTI has been opposing drone strikes and considers the war on terror to be a foreign war but still there’s no let up on violence. How should KPK government proceed from here?

**Maulana Fazlullah is firmly in the saddle now and if there were any doubts about the potential of Tehreek-i-Taliban Pakistan to launch new attacks in the aftermath of Hakeemullah Mehsud’s death in a drone strike last November, the spike in the number of attacks has proved all that wrong.

**As of Friday, there have been 41 attacks in all throughout Khyber Pakhtunkhwa since January 1 – 41 attacks in 17 days, claiming 24 lives. Peshawar, as usual and as always, tops the chart, incurring the major brunt of the terrorist attacks. There has been no let up.
**
What is more worrying is that the graph has been going up. Notwithstanding, the brief hiatus and a small decline in terrorist attacks in October and November – partly due to the death of TTP chief Hakeemullah Mehsud – the figures have jumped up from 36 per cent of the year’s total in August to 48 per cent when 2013 came to a close. (Just over 830 attacks were carried out in the year.)

Government and security officials are worried. “There is an upward trajectory,” says a government official. “The graph is going up and up.”

There has been a spike in target killings of policemen, intelligence officials and political figures. In December, there were a total of 10 target killings and there has been no let-up this month.

An internal KP government document warns: “The trend of the last twelve months indicates that the government of Khyber Pakhtunkhwa should expect to deal with an average of 70 incidents.” The forecast, ominously, is true. Peshawar is bad, Charsadda is heating up, Swabi is no good either and the prognosis for Hangu and for Bannu is bad. Attacks in Shangla have ratcheted up too.

Several factors are responsible. One, with Fazlullah at the helm, the TTP is finding its moorings again. The TTP Mohmand is also upping the ante, increasing its activities in Charsadda, Mardan and Peshawar. The number of incidents of extortion and kidnapping for ransom has also registered a steep rise.

**The strategy to cut a peace deal with one group to neutralise another in the Khyber tribal region has not played dividends either. In the words of one senior government official, it has backfired.

**Rumours and speculations of an impending military action in North Waziristan have caused the relocation of a large number of militants from their stronghold to Orakzai, which has increased pressure on the Frontier Region and Hangu.
**
**But while the TTP or for that matter several other independent groups have not indicated their willingness to engage in peace negotiations, the PTI government in KP and the PML-N government’s support for peace overtures have not had any impact on the overall security situation either.
**
**Militants have not ceased their attacks in KP, despite PTI not owning the war, opposing drone strikes and blocking Nato supplies. The provincial government is at a dead end.
**
**The federal government also seems confused. There has not been any real effort to engage the militants. It is clueless.
**
From the botched effort to send a team of negotiators to North Waziristan in November, to tasking Maulana Samiul Haq with approaching the Taliban, to Prime Minister Nawaz Sharif’s latest statement offering to co-opt Imran Khan, Fazlur Rehman, Samiul Haq, Prof Munawwar Hassan and for that matter “anybody who can be of help” to assist with the peace process, the random moves betray the government’s lack of seriousness.

So, who is Interior Minister Chaudhry Nisar Ali Khan talking to? And who are the interlocutors? It transpires that a team of religious clerics led by a senator from South Waziristan has been engaged to talk peace with a militant group in the tribal region.

The group has sway in one particular area and it does not represent the TTP. How this will influence the remaining motley crowd of militant groups, particularly their chief patron in the TTP, to embrace peace is a million dollar question. As one senior government official acknowledges, “There is confusion all around.”

**Somehow, Imran Khan’s public view of Pakistan’s so-called war on terror is not in sync with the administration in KP. Grudgingly they may have lapped up their party leader’s words but in meetings with the federal government to devise a counter-terrorism strategy, not surprisingly, the government continues to own the war. And Dawn has proof.

Not surprisingly therefore, peace with militants has become an unwanted baby, being passed between Imran Khan and Nawaz Sharif as neither is willing to own it. Now there is a call for yet another All Parties Conference. Militants are continuing the attacks and people are continuing to die. There is no let-up.

Unfortunately, many Pakistanis can't sit back and chug on popcorn while the politicians and the establishment show no leadership and play musical chairs on serious issues.

What would happen when America leaves someday and the problem would still be there???

Bannu blast leaves 20 security personnel dead

At least 20 soldiers were martyred on Sunday when an explosion hit an army convoy in the northwestern region of Bannu, intelligence and military sources said.
At least two dozen others were wounded in the attack in a town near North Waziristan.
“It’s not clear if it was a suicide attack or an improvised explosive device,” said one military official, adding that the soldiers had been travelling in a civilian vehicle hired to carry them to Razmak in North Waziristan.
The assault follows a threat by the Pakistani Taliban to step up attacks on security forces after the group elected a new leader, Mullah Fazlullah, at the end of last year.
Another police officer said the blast took place as a convoy of army troops and paramilitary Frontier Corps was preparing to leave Bannu, adding that security forces had cordoned off the area to investigate.
“We fear that dozens were killed and injured,” said an intelligence source. “It is not yet clear what caused the blast … A large number of soldiers were there.”
The security forces have cordoned off the area and shifted the injured to CMH Bannu.
President Mamnoon Hussain has strongly condemned the blast in Bannu that resulted into loss of precious lives while injured many.
In his message‚ the President said that such cowardly attacks can never weaken the resolve of our law-enforcing authorities and the nation to continue pursuing their struggle against the scourge of militancy and terrorism.
Expressing his heartfelt sympathies with the bereaved families of the martyred‚ the President prayed for eternal peace of the departed souls.
The President also called upon the concerned to ensure that best medical assistance is provided to the injured.

This is getting ridiculous. It's been so many months since govt held an APC. Now every party has backtracked (barring Ch Nisar & PTI) leading to indecision and confusion. Whereas Dr Sharif is busy getting PhD, country burns.

FFS, if you wanna do an operation, get on with it. If you want dialogue, get on with it. If you wanna leave Pakistan alone, please get on with it.

It has been long time since they declared war on Pakistan. These mufsideen only know the language of power. Their only cure is to kill them. Plain and simple.

They want government to show 'sincerity' in order for negotiations to start. Imagine what steps they would require for 'sincerity'.

Nawaz sharif cancels his foreign trip due to this attack. Time has arrived to make the final decision. Give the terrorists what they want and deserve.

Imran Khan doesnt have any plan to tackle this issue. And to be very frank Nawaz Sharif's plan holds more value at this stage. The militants have finally made it clear that they dont want peace. The only option left now is operations but that would have a blow back as the militants have sanctuaries through out the country. People should remain prepared for any adverse reaction otherwise they are still killing us (slowly).

The state should give strong raction to any provocations from the militants challenging the writ of the state. No appeasement now.

Operation against these Kuffar is not possible without national consensus over other issues too . Heavily spread corruption is also needed to be addressed otherwise success is out of question .

I feel all these killings and bombings are trap around PTI to give up talk about talks and start supporting operation. The day that happens there will be more and more bombings and killings, descending country in more chaos.

More than anything the army itself needs to clarify its policy towards militants. Bannu is just next to NWA where the military is dragging its feet for ages.

As the things are at the moment the army as well as militants both want war, the politicians are just cannon fodder. I think they should ask the army to neuter them, but that would only happen if the army is serious.

Sooner than later, they will have to make a choice one way or the other, otherwise the party would be punished especially in KPK if things don't improve.

Things on the economic front haven't improved that much with closed industrial units and even karachi or perhaps Punjab can only take that many pashtuns before saturation and other boiling points tip over against migrants. Gawadar might have been a good outlet but then it hasn't been given attention since musharraf left in 2008.

The time has come to get these animals to teach lesson. Forget PTI..they aren't good for anything. Day by day..i am just loosing hope!. You talk about negotiation while the country burns..and armed forces are being killed everyday?. Time has come for major military operation!. Yes it might be easy saying this behind the computer screen..but what needs to be done..needs to be.
