I don't think you have the right to speak on behalf of others and generalize. I know so many niqaabi sisters that wear the veil because they want to, NOT because they're forced!!

That is to say they will look at her and not judge her looks, her hair style, size her body up, look at her breasts, get jealous of her, attracted to her, and in most cases not harm her.
The practical reason for the burqa is that it minimises perverts from taking advantage. It also means less people will be distracted, which will cause less accidents. The reason why you don't find it 'practical' is because your definition of practical does not include the term 'barrier', of course you and us both say the 'burqa' is a barrier ... so it is fulfilling its design purpose.

The required minimum you mention is based on your interpretation of Islam. For a non-believer (in any religion) like me you can imagine how that angle doesn't work.
The part about it's required so that people don't judge her based on her looks or attack her etc etc. Aren't we punishing the girl because of men's perversion? Is that really fair? Why shouldn't guys do the same thing? Why should guys have to be judged based on their looks? Or risk other women get attracted to him or cause trouble? We all know women can cause a lot of trouble too :) Not as extreme or voilent like men can (rape, sexual assault etc).. but trouble nevertheless.

Who is asking or imposing it on non-believers in Austalia or France?
All it means that women should be allowed to wear hijab or niqab if they want to. Let them decide if they want to show you face or not in conversation.
If you feel it is rude for them not letting you see their faces. Tough! Get your mind checked out by a shrink.
For security reason it should be fine to show face, but other than that it should be their choice.

A person who is serious about their religious affiliation should know their 'requirements' whether they fulfil them or not is not a matter for me to decide, nor for the government to impose.
I was just saying that some Muslims consider niqab+burqa a requirement, but this is considered by most Muslims as above the minimum requirement for Muslim women, however, it is allowed to be done if the woman so chooses.
You ask about punishing the 'girl' because of 'men's' perversion. I think it is protecting the girl from the perversion. On the other hand men are instructed to lower their gazes and not stare at women by doing the contrary we create a culture which increases perversion. Men are also required to cover much of their bodies in Islam. Both are required to cover sufficient amounts so as not to attract sexual attention. This will obviously be less for men than for women.
Yes burqa clad women have been sexually attacked, usually this is when they are by themselves and vunerable and there will always be perverts, but the ideas in Islam are to curb and address the majority of society not the fringe elements. These elements are to be dealt with by other means such as the penal system.

If they choose to do it and happy with it then why you worry? :)
