I personally believe that burqa is more than the required minimum, however, the purpose of the burqa is to create a barrier between people who the woman does not know from her pride and dignity.
That is to say they will look at her and not judge her looks, her hair style, size her body up, look at her breasts, get jealous of her, attracted to her, and in most cases not harm her.
The practical reason for the burqa is that it minimises perverts from taking advantage. It also means less people will be distracted, which will cause less accidents. The reason why you don’t find it ‘practical’ is because your definition of practical does not include the term ‘barrier’, of course you and us both say the ‘burqa’ is a barrier … so it is fulfilling its design purpose.
