Not really, one side starts it, other reacts. In this case, the other one is weaker, not in power, and its supporters poor and mostly uneducated.
it makes them more dangerous... i think IF it has anything to do with MQM then it seems it is playing with fire which would hurt them badly as well.
i still cant seem to comprehend why they would want to do that except destabilizing pakistan, opening another front which i think they dont want.
