I think in east traditionally wearing old clothes (used by another person) was considered bad and the word Utran always got negative meaning. Even now people go and purchase stuff from second hand marrkets like landa bazar, but they make sure that it doesn’t look second hand stuff and they try to avoid being caught buying such stuff.

Is this psyche prevail in west as well?

Not really. In recent years, it’s become rather trendy among younger people to buy vintage clothing from second hand shops and the like. There are even second hand shops that specialise in vintage and designer goods.
