Despite the Indian PM’s declarations it appears that the US has the upper hand in this deal, and India has indeed compromised it’s nuclear weapons program.

The United States will scrap a landmark nuclear deal with India if New Delhi conducts an atomic weapons test, the State Department said Tuesday. The statement came as the two governments gave different interpretations of the controversial nuclear deal’s recently adopted operating agreement, also known as the 123 agreement. “The proposed 123 agreement has provisions in it that in an event of a nuclear test by India, then all nuclear cooperation is terminated,” State Department spokesman Sean McCormack said. There is also a “provision for return of all materials, including reprocessed material covered by the agreement,” he said. His comments came a day after Indian Prime Minister Manmohan Singh told parliament that the agreement would not affect the Asian giant’s military program or any plans to test nuclear weapons. Singh said “the agreement does not in any way affect India’s right to undertake future nuclear tests, if it is necessary.” “There is no question that we will ever compromise, in any manner, our independent foreign policy. We shall retain our strategic autonomy,” Singh had said. The operating agreement was officially approved by the two governments about two weeks ago after exhaustive discussions spanning two years. But US law also requires mandatory Congress approval of the pact. Legislators, who have vowed to go scrutinize the pact, last year approved in principle the “Henry Hyde Act” allowing export of civilian nuclear fuel and technology to India. The move reversed decades of sanctions imposed after India’s nuclear tests.

Its a fair tradeoff, no weapons testing while getting civilian nuclear technology that will fuel India's burgeoning economy's energy hunger. Maybe India wouldnt even need any of the smelly gas from Iran..

As Pakistani Nukes are under US control, India no longer needs to worry about testing nukes.

US will scrap the deal from its side,but it would help India find alternate countries who could provide it with fuel.

Bush has no say in the usa anymore and the congress seems in general opposed to this deal. With noone to push it, conditions for the deal will remain hard and India has to decide.I just don't see what India stands to gain by doing the deal; uSa ofcourse gets to sell all the material, but what is India's motivation?

Actually this deal is very important for India not only in the energy but also strategic point of view. India requires uranium to make its large deposits of thorium useful. This deal is about not only getting reactors but also having clean access to uranium in international market and build its strategic reserves .

Seems like a choice between getting some modern technology for long term gains at the expense of the countries soul... Just a question of whats more important to Indians... For country that prides itself on being independant to the extent of being solely indigenous in every way, this is a big sell out.

^^ Because you're compromising your military nuclear program in order to get nuclear fuel for domestic energy. I'm not against the latter but it should not come at the expense of the former. Maybe this is the reason why I read reports about opposition parties in India against this deal.

The exact details of the deal should be disclosed so that people can know exactly how much has been compromised.

does india need any more nuke testing in the near future? i'm not even sure india has gained anything with the nuke testing its done in the last decade.

the opposition to the bill is from two parties - the BJP (who are a bunch of hindutva monkeys), and the commies, who have it in their manifesto to oppose the US. these folks' opposition isn't based on any real concern for india's future.

india has the biggest thorium reserves in the world, india is also heading towards a certain energy crunch. not getting civilian nuclear technology to tap this thorium, but trying to run gas lines from iran though an explosive balochistan is retarded.

India has made a very sensible decision. It does not need to test any 'new' nuclear weapons. What it has is sufficient for its defensive needs. It can now go ahead and move towards fulfilling its energy need and continue on the path of economic development. Continued economic growth is what it needs to be a major player in the global arena. Military power without economic power is nothing.

No country in the world is dare stopping the 5 "great" nuclear states - USA, Russia. China, UK and France from testing nuclear weapons, or has that stipulation against them.

India has been publically told by the USA, and it appears it is part of the stipulations in the treaty India has signed that it cannot ever test it's nuclear weapons again. Also, if India tests then it will have to return all materials, including reprocessed material covered by the agreement that the US may have given them.
