I don’t know if this brand is available outside France but i swear by Biotherm’s Multi Recharge eye gel with vitamine E and ginseng.
Not only it helps with puffiness, it hydrates really well and I can see my dark circles are less noticeable (been using it for a year and a half) but it’s also an excellent base for concealer
