My personal opinion on the issue is very simple:

1. Homosexuality is strictly forbidden in Islam
2. Pakistan is per constitution an Islamic country.

Hence, Pakistan must not legalize homosexuality in our country.
And Pakistan must refuse any kind of financial aid, with or without conditions from the US and for that matter from any other country.

Instead we must learn to live within our means.

I agree with the self reliance part. Pakistan shouldn’t be dependent on foreign aid.

That said, would you be for putting liars in jail? How about people who don’t pray five times a day? Both those things are forbidden in Islam. Also, I’m pretty sure the “there is no compulsion in religion” is an accepted part of the Islamic religion.

Show me where in the Quran it says that Muslims should use governments to enforce adherence to the Quran.

There really is no justification for religion being involved with governance. Infusion of religion to government has a very long history of ending badly.
