Of course not. Minors can’t consent to marriage. Neither can animals. Adult human beings can get married because they can provide informed consent. There is no compelling state interest which can justify the government not giving marriage licenses to CONSENTING HUMAN AND ADULT couples.

And where do you get the idea that minor-to-animal marriage is legal in India? It’s practiced by some mentally challenged people in India but has no force of law.
