If one is terrorists without state, one can hijack a plane from inside the plane (that is the only way a terrorist without state can).
But if one is terrorist and also Gullu, that heads a government, controls administration of a country, including airports, police and aviation authority … plus employees of country are so retarded and criminals that they believe they are not employee of country but employee of Gullu … than Gullu hijacker do not need to be inside a plane, Gullu hijacker can hijack a plane from outside the plane (using salve Gullus administration when plane is using country’s air-space) … though it is possible that after hijacking, Gully hijacker would still not understand what he has done, and would scratch his bald head.
