Nothing more than a ploy to regroup and attack some more. Frankly at this stage hot pursuit into Afghanistan is what we should be aiming for if necessary. Sure we can't take on North or South Waziristan but that is because the military doesn't want too. Nothing wrong in killing the TNSM in Afghanistan considering there are very few supporters of theirs.

Yea make a peace deal with them with a condition that they'll all move out of Pakistan .i.e. Afghanistan or Kashmir .

They must lay down their arms, expell all foreign elements from their areas, close training camps and stop cross-border activites. They would also need to agree to a have an overseeing body of Fata elders to superwise and maintain peace in the region.
In response, Pakistan should allow general amnesty to them provided they pledge that they won't resort to violence neither against any party in Afghanistan, nor against Pakistan. Islamabad should in return allocate funds for creation of infrastructure, including hospitals and schools and also create business and employment opportunities for the tribals.

the answer is not in binary (0 or 1 format), it would have to be an out of the box solution comprised of negotiations, targeted operations, opportunities for business & education.

isolating them is the key. RIght now they are enjoying the hospitality forwarded to them by elements in tribal areas. Need to take THAT away. This should be the aim. Once they are isolated, it will be easier to throw them out.
There is no white or black solution to this issue. Unfortunately we have been trying this since last 10 years to no avail. Time to outthink them.
But this offer deserves no heed. Not on THEIR terms.
