I guess that part of the problem is that there is a treaty signed by 4 countries (Ukraine, Russia, UK, USA) by which Ukraine gave up its nuclear weapons in exchange for the other 3 countries guaranteeing Ukraine’s territorial integrity.
Ukraine will view itself as having been tricked out of its weapons if 1 or more of the signatories to that treaty proceeds with actions to compromise that guaranteed territorial integrity. Until 1994 Ukraine had the 3rd most powerful nuclear arsenal in the world.
Technically, that could be handled by agreeing to give back to Ukraine an arsenal of several hundred strategic hi-yield nuclear warheads and missiles and then renegotiating its territorial status…
