Here is a promising sign… Finally some tribals, in this case a group of 15 tribes have decided that iif the govt doesnt take action against the local Taliban, they would set up a lashkar to handle them themselves.

BANNU/LAKKI MARWAT, May 19: After the failure of police to control activities of the local Taliban, 15 tribes in Bannu on Saturday gave the government three days to take action against militants. They said if no action was taken they would form their own security mechanism.

Shortly after the tribes announced the deadline, police in the adjoining Lakki Marwat district claimed that a local Taliban commander, Qari Sarfaraz, had been arrested near the Manjiwala chowk on the Indus Highway. The arrested militant was taken to some unknown place for interrogation.

Elders of the 15 tribes in the Kakki area, adjoining the tribal belt of Bannu Frontier Region, warned of establishing checkpoints in markets and on different roads for checking activities of militants.

Eyewitnesses said that at a protest meeting, attended by over 1,000 members of the local tribes in the hometown of NWFP Chief Minister Akram Khan Durrani, it was decided to raise an armed Lashkar having 10 members from each tribe to counter the local Taliban.

Speaking at the meeting, Malik Munawar Khan, Malik Sher Khan, Hayatullah Khan and others regretted that their repeated requests to the district administration and police for action against the Taliban were ignored and the militants continued roaming around and patrolling local markets, which caused harassment.

“Police have turned a blind eye towards the Taliban who visited the Kakki bazaar yesterday,” said a tribal elder, adding that the tribesmen knew how to defend themselves against the threat posed by the local Taliban.

Some protesters also tried to block the road, but the elders persuaded them not to take any such step before the expiry of the deadline given to the government.

In Lakki Marwat, official sources said a group of Taliban, led by Qari Sarfraz, riding in a Land Cruiser jeep had issued threats and aimed their weapons at a patrolling police party of the Dadiwala police near the Kurrum Bridge on the Indus Highway late Friday night. They said the police party had signalled the jeep to stop for checking, but it had not.

On directives of higher police authorities, police and FC personnel backed by armoured personnel carriers chased the Taliban and found that they were sheltering in the “hujra” of Maulana Amjad Hussain in Landiwah. When police reached the hujra, the militants had left the place leaving behind their vehicle, which was seized by police.

On Saturday morning, police set up barricades on different roads and the Indus Highway at different points and stopped a passenger pickup near the Manjiwala chowk. Taliban commander Qari Sarfraz, belonging to Giankhel tribe of Afghanistan, stepped down from the vehicles and tried to fire on the police party but he was overpowered by police.

The Taleban are harbored by Pakistani military and intelligence agencies.

Seems this is another ball-game that has begun. After the defeat of Taleban, Pakistan's military headquartered in Rawalpindi, harbored Taleban in FATA and NWFP to maintain its leverage and strategic position in Afghanistan and at the same time receive large aid from Western countries using the pretext of terror. It also satged the political comeback of Mullahs (that is why the term Mullah-Military Alliance) but it seems the patience of the local population is now running out. Pakistan's intelligence and security agencies also have poisened the areas like Swat, Dir, Bajaur, and even now Charssada.

Until UN/NATO forces are stationed in NWFP and FATA, the mess cannot be cleaned up.

PESHAWAR, May 19: Elders of the Shalobar sub-clan of the Afridi tribe on Saturday called upon the NWFP governor to end what he called a parallel government being run by the Lashkar-i-Islam in the Khyber agency.

Speaking at a press conference at the Peshawar press club, Waris Khan, Tajul Malook, Azizur Rehman and Abdul Wahid alleged that hundreds of armed activists of the Lashkar-i-Islami stormed Haji Jamal Baz Kalae area on Friday night and terrorised residents of the area.

They said the Lashkar men looted and burned houses and forced women and children to flee the area.

They said the political administration had lost its writ in the area.

They said that the Lashkar had been operating an FM radio and fanning hatred among the tribesmen for the last 18 months.

The government said that neither the federal nor the local authorities had tried to investigate the matter, which showed that it was a deliberate move to harass people.

They said that activists of the Lashkar had closed public and private schools and colleges in the agency.

They said that students could not appear in examinations owing to lawlessness in the area.

They said that the Lashkar activists had also forcibly blocked different roads to extort money from the truckers moving between Afghanistan and Pakistan.

They said that the Surghar area had been converted into a safe haven for smugglers.

They said that the FC and the political administration were not cooperating with each other due to some differences.

They said the lawlessness, which had engulfed the agency, could spill over to the settled areas of Peshawar.

They urged the NWFP governor to take action against the culprits within a week, otherwise, the tribesmen would themselves teach a lesson to criminals.

This all is very well-timed with the limited war that has begun between Pakistan and Afghanistan at the boder area in Kurram. Just before the war began, Pakistani military jawans killed an wounded Americans that were visiting a border checkpost. Later NATO demanded of Pakistan to launch a probe into that incident.

It should be noted that in a month 8 bomb blasts have taken place in Charssada. And Taleban asked women in Charssada, Lundkhwar, and Mardan to cover themselves completely and not to go to school.

Why is Govt shutting eyes to all this is a question that is being asked by all sections of local population.

Moreover, Govt has given free hand to Mullahs and fanatics to run their FMs and fan Jehadi sentiments in Swat, Dir, Charssada and FATA.

^So who are these Taliban? Are they locals? Do they tribal elders in the area know who these people are?
And if the Tribal people are against these people, then why havent they fought back themselves?
Considering that these areas are so conservative, I would think that they would support any group that calls for all women to wear the Burqa...

Ya this is an intriguing question that has come up again and again. In 1965, SSGs trained in Marri entered Kashmir (Operation Grand Slam) to incite an uprising that lead to Indo-Pak war. Again, 1990s militant and Jehadis started Kashmir Jehad that India blamed on having been staged by Pakistan. Why forget Kargil episode which Pakistan said was the dead of indigenous Kashmiri Mujahideen later to admit that Pakistan had a hand in it.

Lashkar-i-Taiba has its headquarter in Punjab. And a nnumber of terrorists arrested in UK, mostly of South Asian origin, have disclosed that they received their training from Jehadi centers run by ISI and Pakistan's military. Anyhow, whenever there is a talk of harboring terrorists fingures are raised at Pakistan's securiy and intelligence agencies. The rest I don't know really. But they say the intellgence agencies are behind all this.

And although, they don't have Hera Mandis like in Lahore, people in NWFP do send their daughters to schools and colleges and never tolerate that their daughters take orders from others.

So far they have not succeeded because people would not allow it. And that is there is an increasing danger of civil war.

It seems state has outlived its purpose.

But then WHO are these Taliban? The ISI might support some of them, but why are the tribal people tolerating them? If they do wan to send their daughters to school, then why have they not fought back against these Taliban?
Where are your local tribal elders in all this? Why arent they fighting Taliban they way they did the Uzbeks?
Its seems the local tribal people, elders, whoever has the authority there simply dont care or havent felt enough of a threat to act... Or they have their hands tied and are afraid to tackle these people or cant.
I mean, if no one supports these Talibs and as you say they do not tolerate these people dictating to them and the education of their kids, then why ARE they tolerating them?
And lastly, what has made the elders of Bannu threaaten to take action and not elders in the Waziristan area, Charsada etc.

Obviously, the assumption on the part of Charssada etc. elders is, that these are the federal and provincial security agencies that are responsible for law and order in FATA and NWFP. As for Bannu, the elders, as you note it in above article, have asked the state to do its job. In other areas also, people have demanded from the state to do what is its responsibility to do.

But remember, how the ISI and Pakistan military ran Jehadi camps in Kashmir/Muzafar Abad and Masehra and sent militant accross the border before 09/11/ 2001 but local population could do nothing!

Yeah but if the elders knew or felt that these militants these were fedral or provincial agencies, then they would have accused the govt directly, and not given a deadlline. Here they have accused the govt not of BEING the militants, but of complacency in dealing with the militants. So it doesnt appear that they believe its the govt or provincial agencies who are disquising themselves as militants...
As for Kashmir, I should suspect that most of the camps in Muzafrabad werent training people to harass their own people but fight the Indian Army in occupied Kashmir which the people of the area supported at worst and were indifferent to at best.

The situation is worsening as karachi proves, you have Bagh, the heart of Islamabad, parts of NWFP and FATA in the hold of political religious extremists. Balochistan is seething and the mess has now reached karachi in the only way it can..with explosions and violence. You have the breakdown of civil society in Interior Sindh and Southern Punjab ..panchyats and jirgas becoming the only groups with any authority ...and you have a Chief Justice and a bunch of unarmed lawyers who are on the receving end of the government which only remembers the writ of the state when it comes to something that damages its power status.

So someone tell me how any of this is a good sitation or even remotely better than things were prior to Musharraf taking over?

I think the treibals are now beginning to see how taleban types are eroding their power and that is why now they are seeking govt help. Even in past some tribal elders opposed the talebans and foriegn fighters, but radical locals got into power in cahoots with the foriegners, and tribals elders unsympathetic to the foriegn militants were eliminated.

Recall just a few months ago tribals were all against pakistan military. massive demonstrations this that and the other..

So wat has changed now, something has happened for them to change their tune.
I believe its fear of direct NATO/US chitrol, and hold on power..for which they have been struggling. The fights between foriegn miltants and tribals just a few weeks ago prove that.

So now they want govt to help them. simple as that.

Sir...I am not aginst all taliban...there are very moderate..fighting with Nato forces and giving them a right lesson.....

But what these jahils are destroying our society....we have ruined our society for them...and they are introducing jahil version of islam in Pakistan by force....who the hell they are to do so....killing innocent people in suicide bombing....

Yes, I often ask myself the very same question. To me, any person or organisation or Jamaat or mullah supporting Taliban or its master Al-Qaida...are people giving Islam a bad name and outlook.

Mostly locally in Afghanistan, it is young unemployed uneducated men supporting Taliban in lack of better alternatives. Then there are the more dangerous sort of members, namely the young naive western born Muslims
pledging alliance to Taliban. Give them any name, they are the same deep down. Lot of the organisations supporting Taliban aka Al-Qaida are members like an umbrella org. Different local agenda but globally the same agenda.....

Taliban not only burn down schools and deny girls and women to get education, they also keep women namely nurses and doctors from working in hospitals.

I know, it sounds very hard, but any caught especially foreigners having nothing to do in Afghanistan but creating trouble, should be put to trial. They can take their Jihadi mantra with them and do Afghanistan a HUGE favor by leaving. There are other places on earth who would gladly adopt them.

Its high time, tribal elders did something about them.
