Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

So whats NAB’s performance in this regard?
National treasury facing Rs6b to Rs8b loss per day: NAB chairman – The Express Tribune

****ISLAMABAD: **The National Accountability Bureau Chief (NAB) Fasih Bukhari has said that due to corruption, the national treasury is facing a Rs6 billion to Rs8 billion loss per day, Express News reported on Saturday.
**
The NAB chairman said that the bureau’s job was to recover the ‘stolen’ money, not prosecute. He however added that if anyone was found guilty, they would be prosecuted.

“Till now, NAB has recovered Rs235 billion for the treasury but this is not enough,” said Bukhari, adding that the government has given approval for recruiting 300 new investigators.

**Ongoing corruption cases
**
Referring to the rental power project case, National Accounability Bureau Chief Fasih Bukhari enquired whether the Federal Investigation Authority (FIA) had placed Prime Minister Raja Pervaiz Ashraf’s name on the Exit Control List (ECL) as yet.

The chairman also said that the Ashraf was interrogated for 3 hours before he was made the prime minister.

Bukhari told the media that a joint investigation team (JIT) including the FIA, NAB and police among others had been formed for investigating the Arsalan Iftikhar case and will be headed by the NAB director general (DG) Financial Crime Investigation Cell, as per the order of the Supreme Court and the Attorney General’s letter.

Speaking on the issue of conducting an unbiased investigation, the NAB chief said, “It doesn’t matter if we know Malik Riaz or Nawaz Sharif, the investigation will be unbiased.” He also added that he had never taken any money from Malik Riaz.

**Referring to Arsalan Ifitikhar’s letter which he sent through his lawyer, the NAB chief said it was insolent through. “The letter is threatening, it uses threatening language, said Bukhari, adding that a notice will be taken in this regard.
**
Bukhari said that although the Sharif brothers’ case could yield just Rs3 billion and the Swiss letter case, Rs6 billion but the case of former Oil and Gas Regulatory Authority (OGRA) chairman Tauqeer Sadiq could restore Rs55 billion to the treasury. He told the media that a warrant was to be issued for Tauqeer Sadiq’s arrest.

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

OGRA Chief was removed by SC last year, maybe that was a biased decision as well. SC should have left him to suck the blood of the country for as long as he wanted. What has NAB done since then?

Appointment of Ogra chief illegal: SC | DAWN.COM

**ISLAMABAD: The Supreme Court struck down on Friday the appointment of Tauqir Sadiq as Chairman of the Oil and Gas Regulatory Authority (Ogra) and ordered the National Accountability Bureau (NAB) to consider investigating allegations of corruption against him.
**
**The verdict by a bench comprising Justice Mian Shakirullah Jan, Justice Jawwad S. Khwaja and Justice Khilji Arif Hussain mentioned a number of allegations against Mr Sadiq and said these required serious investigation.
**
**NAB was asked to submit its findings within 45 days on the possibility of filing corruption references.
**
**The ruling on a petition by Mohammad Yasin against Mr Sadiq’s eligibility for the post asked the latter to return the emoluments drawn from the public exchequer as Ogra’s chairman.
**
**Mr Sadiq, brother-in-law of a politician holding an important post in the PPP government, was appointed the chief of Ogra in July 2009.
**
**The verdict authored by Justice Jawwad said Mr Sadiq’s appointment violated the criteria laid down in Section 3(4) of the Ogra Ordinance of 2002. The section requires the head of the independent institution to be an eminent professional of “known competence and integrity”.

Mr Sadiq, who faces several corruption allegations and holds an LLM degree from a reportedly ‘fake degree-granting’ institution, the American University in London, was found to have failed to meet the required standard.
**
The judgment held that under the law and the Constitution the executive retained the power to make appointments but this power must be exercised in a demonstrably fair and honest manner.

It outlined a three-pronged test based on objectivity, relevance and due diligence. Any appointment failing this test would be invalid and liable to be struck down upon judicial review.

The judgment closely examined the process followed during the appointment and found it fraught with serious irregularities.

It pointed out that applicants were selected and rejected in an arbitrary and illegal manner and little attention was paid to objective indicators of their ability and merit.

Such was the incompetence and lack of probity in the selection process, the court said, that during Mr Sadiq’s four interviews and several short-listings, no-one noticed the fake degree he was relying on or the other unsubstantiated claims on his CV.

The interviews of 17 candidates were all rushed in a single day and a single field expert was deemed sufficient for examining the technical prowess of applicants from wide-ranging fields, it said.

Govt reluctant to terminate guilty Ogra officials | The Nation

ISLAMABAD - Yet another ugly mockery of rule of law and merit; PPP-led government is still reluctant to terminate services of Ogra officials earlier found guilty in Rs80 billion hefty corruption case investigated by the National Accountability Bureau (NAB).

Well-placed sources aware of the matter informed The Nation that making mockery of the law of land and merit, the government is confused to terminate the services of those influential Ogra officials who found guilty in NAB investigation resultantly men with disputed identities are occupying lucrative slots in the regulatory authority.

They told that succumbing to the pressure from government, NAB has not arrested rest of the officials for investigation except Member Gas Mansoor Muzaffar despite fixing responsibility. Even the government gurus are ostensibly not willing to take any further severe action against existing Member Gas Mansoor Muzaffar Ali and their cronies operating in Ogra.

They told that so far the government did not removed any officials from their respective responsible slots even it had not stopped them to see the matters of the regulatory authority and consumers affairs as no arrest warrants reported till this effect. They were of the opinion that irony is that when a procedure of sending official on force leave found guilty in a corruption case was adopted in the case of ex-chairman Ogra Tauqeer Saddiq then why rest of the officials so far were not sent on forced leave or terminated.

Government should punish the CJ's son for his corruption, and childish attitude.

I think you missed one part in the whole article, maybe that was a trivial issue for you?

I'll reproduce it again for your info, is the government sleeping or what?

The Chairman NAB said corruption is the biggest menace faced by the country, adding that six to eight billion rupees were being embezzled on a daily basis.

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

If we take the figure of 7 billion rupees corruption per day, it translates into 2.5 trillion Rupees (US$ 26.5 billion as per latest foreign exchange conversion) per year.

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

oh bhai koi nayee baat karo yaar, itnay saaray ‘anti-PPP’ threads tsk tsk :nono: so what if judiciary removed this one corrupt, everyone is corrupt, judiciary is only after PPP.

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

^ this was one of some of the decisions (against corruption) the SC has taken during the past few years which the jiyalas feel to be biased, even due to proactive actions by the SC still they are able to drain 26.5 billion USD each year from the public exchequer I dont know what they want to achieve here. Why do they find incompetent and corrupt people for important public organizations?

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

Actually you people are always trying to make a point only .
This corruption is a national issue and every where .
It is not issue of Zardari , Nawaz , Imran or other known one .
Surprisingly fathers of most of them also faced corruption charges .

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

You are wrong, its the right of PPP to corruption hence we are seeing record corruption in the country during the current regime. Compare any public entity between 1999 to 2012, the corruption has increased phenomenally. What steps has PPP taken to bring the culprits to task? If SC tries to do something they are labelled as biased? Are we right to believe that PPP is corrupt and shielding the corrupts? Each and every step of the regime cements that point of view.

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

It was always a record corruption .
The tree of corruption is growing up . It is true .
SC is always bias . Go to Justice Muneer report .
Look at CJ's twice oath as PCO judge and permission to Mush to amend constitution .
You didn't say a word about the corruption charges on fathers of our leaders .
We are just misguided by every one .
**If we have to live as a nation , We need a new political ,social and regional contract .
**Time is going away .

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

^ answer my question, what has government done to stem corruption during the past four years? one step please, and the results with stats (I can provide many with the record corruption during the past four years)?
Corruption records broken under PPP Govt](http://dunyanews.tv/index.php?key=Q2F0SUQ9MiNOaWQ9NTczOTc=)Rs 8,500 bn corruption mars Gilani tenure: Transparency

the leaches (looters) sitting in the government are more interested in their ‘bakshish’ for the day they are not interested in improving the country…

some hallmarks of this government corruption in Steel Mills, Railways, PIA and scams like OGRA, Hajj, RPP’s, Ephederine, and Nato container etc.

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

I am looking this all since I am grown up .
Nothing new .
Only difference .
This is a democratic era and media sponsored by establishment and puppets of establishment is free to make propaganda and criticize , See they are again silent about Malik Riaz .
Please say something about charges on fathers of our leaders .

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

^ I am not interested in the fathers of 'our leaders', please pray tell me what the leaches sitting in Islamabad are doing to root corruption from the country during the present political dispensation? So do you want to say that corruption charges are allegations against the government? Hear what the chairman NAB is saying?

As far as Malik Riaz is concerned the government is shielding him, again the most honest and competent government in the history of Pakistan.

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

but isnt it his responsiblity to root out corruption as well? what action did he take as Chairman?

as long as corrpution exists, its impossible to make NAB transparent.

On Malik and Sharif cases, he says our investigation will be unbiased. let'see see if he is able to live up to that.

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

That is 90% Pakistani budget for the year, highest amount that is around 30% goes to army. what is the basis of these figures? I think you should do some math before supporting these figures:)

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

No doubt that there is corruption in Pakistan. These exaggerated figures do not make any sense. According to Ali_Syed these figures add up to 2.4 trillion per year which is around 90% of the Pakistan's budget. 30% of Pakistan budget is spent on defense, making this claim as ridiculous.

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

Does the article say if the reported loss is on 'collected revenue' only?

Re: Chairman NAB received a ‘threatening’ letter from the Chief Justice’s son

Yes, it is not issue restricted to anyone 'personally' rather the corruption is of "government" which PPP doesn't want to acknowledge and then try to fix it. Corruption has been there, this time the corruption is so high and there is no 'progress' to show at all.

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

It does not matter, Pakistani total budget is made up of revenue and capital.

Re: Treasury facing 6-8 billion loss per day due to corruption: NAB Chief

Lot of losses occur due to frauds in tax filing, corruption in taxation all of which would be 'uncollected revenue' which I believe is still a huge amount, if we can collect all the tax then even if PPP governments try to steal it all they won't be able to :)
