Pretty laughable statement. No, woman can’t have sex whenever she feels like and whoever is available. Exactly what kind of social skills men need to book an hooker? Even science says woman invest emotions in sex whereas for men it could be purely physical by all means, this is one the main reason why woman’s infidelity is taken lot more seriously.

i think (s)he meant that its much easier for women to get laid. Honestly, how many men would say no to a girl if she wants to do you. Even if she is ugly, she could get someone, there are guys who wouldnt say no even if they have to put a bag on her face.
