No they didnt... Mushu got a rubber stamp from the old assemblies, and wasn't declared President until after the Emergency by a chamcha judiciary... Mushu offocurse cant hold to offices, and would have been disqualified... He called emergency to save his own rear. Mushu wasnt president at the time of the Emrgency, since they were stil deliberating on whether he could have run to begin with... So he wasnt president.
