And gunmen also broke into a school killing its Sunni headmaster in and instructing teachers not to return.

Bush has had reports, reccomendations, studies, advice, white papers, etc given to him ever since he undertook this blunder (and before) that he and his neocon staff have ignored.
Since he has lost the election (mainly because of his blunders), replaced some neocons and had a biparitisan group of very distinguished indivuals tell him his policy has, is, and will be - wrong - he FINALLY has been backed into a corner and has now got to admit the errors. It is unbelievable that it took this long.
Hopefully it is not too late for Iraq to come out of this stable, prosperous and peaceful.

Bush was either surrounded by hawks or was arrogant enough (or probably both) to not take notice of situation of Iraq and not able to evaluate it properly. Though there seems to be light at the tunnel (Bush admitting wrongs) but don't know if that light is gonna help Iraqi population.
