CS I have never seen any girl wearing a dress above her knees in Islamabad/Pindi, its probably the same in lhr/khi too. If all you have is sleeveless kameezs then as someone suggested earlier just wear them with a shawl covering your arms. No one will kill you for wearing sleeveless/short dresses I suppose but u will get enough glares and unwanted attention that will make you wanna kill. If you think you can deal with chichora comments, men trying to touch you as they walk past or just nasty ogles then go ahead and dress up in ur short dresses and non-conservative clothes, if you want to avoid all of that try to make it a little modest. While walking in public places there you probably don;t want to stand out but blend in. Just get there and go to a boutique and pick up something thats more suitable to be worn there instead of waiting for tailors, that way u will immediately have a couple of wearable outfits.

Today i was watching a PTV Serial ALPHA BRAVO CHARLIE, Our peace Force go to Bosinia, One of the Bosinian lady asked our Militry office pakistanies are so nice becoz they give lots of respect to the women & our militry officer asked her wat is the bad thing among us she replied, staring at girls :) it feels like there are no girls in pakistan she added :)
So i would say that whatever you will dress they will stares at you,
Go for anything moderate that will be nice :)

Wow, thanks for all the sarcastic remarks, I will keep in mind next time never to ask advice/suggestion to you guys, but those of you who actually helped thanks!
