diwana I disagree. I know people date in Pakistan but I have never seen a guy approach a girl he doesn’t know in public and ask her out. Whereas in other countries, I have seen people do just that. On campus, at the library, coffee shop, the bar, clubs etc.

That is different I was referrng to some stranger who men stare at. It all depens on the circumstances. Even then that is not so common as you implied. Hesitation is not so uncommon even in places you mentioned.
