Well, Nadia, it's very easy. All you need is practice. Some people pick very fast. The following may help:
The tip must be stiff. This would ensure a better control of your fingers / hand.
Stay as closer to the lashes as possible. Infact, it must be applied right above the lashes.
Like someone else suggested. Your hand must be very steady. Shaking, nervous hand wouldnt be a help.
Carefully examine the shape of the eye you're applying it at. If it's your own, it would be even easier as you would be more familiar with the shape f your eye than others'.
Stay confident and practice it alot.
I have applied it in a moving car many times even though I do not apply it alot. But bcz I know the curves of my eyes.
I first applied make up on my own at the age of 10. I never used to go out even to near by grocery store without make up. I used alot of products on my skin. Then would sleep without removing. Have tortured my skin. Now I feel so bad that I hate to put it on anymore. Only at special occassions. Try to keep my skin as clear and clean as possible. All I do to “refresh” my skin is splash water generously all over my face and wipe with big tissue papers.
Okay so I bought this liquid liner from Sephora and I dont know where it is now so cant tell you the brand but I have the most difficult time applying it. Infact I dont use it at all now because I tried and the results were disastrous.
I take it out and run it across the inner part of the lower lid. Then I have to run to the bathroom to wash out the "ink", because I look like I've been crying a river of black tears. cwy When I tried applying it to the top lid, it ended up running in my eyes and looking like a 5 year old tried to apply it. It's just awful. I tried wiping it on the bottle to allow some of the liner to "drip" back so as not to have so much on the tip when applying it, but did it workkkkk. Nooooo. I think it hates me. sniff
Well from my enormous experience if u use brushes that have been made from the bristles of the South American Rat Poodle then u maximise the coefficient of viscosity as velocity is applied to the eye lash surfaces. Same guidelines as above. It's very easy. It's hard to explain more in words. I can teach you in person. Where are you? I mean which part of the world?
I do not apply liquid eye liner on lower lashes. Just upper ones. If I really need to, I use pencil eye liner for the lower part.
As per your problem with the upper lashes, I think you're very nervous while applying it. Or the brush you're using is too soft. Try a different brand. Try Nivea's (Not carying it at the moment or would have mentioned the complete name). It's in a very little navy blue bottle (size equals the smallest finger of your hand). It's not expensive either (Aprox $8). Very easy to apply. Try it.

I just wanted to share my two cents too :D
You can experiment with both pencils/crayons or eyeliners. In my opinion they both give different effects, depending on how you apply them. I have never had a problem applying liq liner in summer. I prefer liq liner for formal wear and pencil if just hanging out with friends and want to dress up.
Brands: Maybelline works fine for me, both pencils and liq liners. I have the liner , which doenst have a brush but a tiny tip (dunno how else to describe it). And Nadia, its really really easy to apply those as compared to the brushes. Especially when you are just experimenting, try cheaper brands first. Personally , I only get foundations etc in big brand names, and other stuff i can get from cover girl, maybelline, almay etc etc.
