The rise of the term Islamist works in conjunction with the rise of Jihadi. Islamist is the political ideology. Jihadi is the militant one. An Islamist in common day nomenclature refers to a person from the Muslim world that believes that his or her life should be guided by the definitions of Islam. The political tenets of an Islamist is that of one ummah and the common Islamic identity.

So a nation that adopts an Islamist political ideology is guided by Islamic principles.

In drawing a parallel, is that similar to how US or several other Western countries are founded on Judeo-Christian principles?

That’s fine. But can a nation be an Islamist nation but NOT follow shariah law?
