The idea is, is there an imminent risk to you as opposed to an imagined/potential risk? It’s all based on what a reasonable person would do in the same circumstances.

And think back to how many times do we go tsk-tsk when we hear the police shot and killed an unarmed man/woman. Our first reaction is - was the lethal force necessary?

Both are difference situations. Police is TRAINED for such situations and have more resources to dispatch to make peaceful arrest. Secondly, they are still allowed to shoot-not-to-kill (such as on legs) if they feel that they are in danger.
